The pillows were moldy and the whole place was dark and gloomy. We felt unsafe and check out to other hotel without staying though we already paid for the 2 rooms."

It is groups of rooms managed by single individuals that you deal with on a web site the Chinese WeChat, or What Apps during your stay. Very impersonal and unfriendly.
